Better Safe than Sorry is a 1994 annual story.
Plot
One day, Harold gives Thomas a lesson in safety by the sea. Later, two children get stuck out at sea on a lilo and Thomas whistles to get help. Harold flies quickly to the rescue and the children are soon safe and sound.
